another way to look at this graph is that not as much of gdp is being invested in the human capital in Africa as in the richer countries.

school feeding in the u.s., sponsored by the dept of agriculture, was primarily a political program, not an economic one. the liberals are happy to have in in dept of ag, b/c it is more protected there than it would be in dept of hhs or educ. the conservatives like programs that provide markets for (inefficient or surplus) agricultural production.
